Victoria's Building Inspector Qualifications: What Every Melbourne Buyer Should Know

Before you let someone inspect the biggest purchase of your life, it's worth knowing how qualified they actually are.

Clayton Utz, one of Australia's largest law firms, published an analysis describing Victoria's building inspection industry as "the wild west." In 2024, the VBA prosecuted a Maribyrnong man for posing as a registered inspector across 12 Melbourne sites, facing 33 charges.

This is the industry you're navigating when you book a building inspection. Here's what you need to know.

The Qualification Gap

In Victoria, the qualification requirements for building inspectors are inconsistent. Unlimited registration requires either a Bachelor of Building Surveying or a Diploma plus two years of experience. But some operators can begin conducting pre-purchase inspections after completing a 3-day short course.

Three days.

That's enough for some operators to inspect properties worth $700,000 to $1.5 million.

This isn't a criticism of every inspector who came through that path. It's a statement about a regulatory gap that has left buyers exposed.

What Changed in 2025 (and What's Still Changing)

On 1 July 2025, the VBA became the Building and Plumbing Commission (BPC). The Buyer Protections Act 2025 received Royal Assent in June 2025 and takes full effect by 1 July 2026. A further reform bill is before Parliament in 2026.

These changes represent a genuine tightening of the industry. But they're not fully in effect yet. In the meantime, buyers are responsible for checking who they're hiring.

How to Check Your Inspector's Credentials

The BPC (Building and Plumbing Commission) maintains a public register of licensed building practitioners in Victoria. You can search by name or licence number.

When you book an inspection, ask:

- What is your licence number?

- What is your registration category?

- How long have you been conducting inspections?

- Do you hold a combined building and pest licence, or do you subcontract?

Any reputable inspector will give you this information immediately. If they can't or won't, that tells you something.
